An independent advisory group oversees the Sector Scorecard, ensuring it develops into a credible tool for the sector.
Following an open application process, which attracted a huge amount of interest, the members of the group have been chosen to represent the full range and diversity of the housing association sector.

Chief Executive, Home GroupMark is Chief Executive of Home Group, with 55,000 homes under management across Scotland and England and one of the largest providers of supported housing, working with 26,000 vulnerable people in nearly 500 services. Home Group is also one of the largest developers of housing in the UK and will build over 10,000 new homes of all tenures by 2022
Home Group has a turnover of some £350 million per annum and was voted the UK's best Landlord and best Housing Association in 2014 and 2016.
Mark previously ran his own business before joining Home Group, before that had worked with the RDA as Operations Director and a variety of regeneration and economic development jobs across the country in local government, most recently as Chief Executive of one of the largest County Councils in the country. He is a former Chair of Homes for the North.
Mark is a petrol head, he races a Yamaha in classic motorcycle races and is a season ticket holder at Newcastle United.
Debbie Larner
Head of Practice, Charted Institute of HousingDebbie Larner is Head of Practice at the Chartered Institute of Housing. She is CIH's expert on allocations and lettings and housing management.
Clare Miller
Group Chief Executive, Clarion Housing GroupClare is Group Chief Executive at Clarion Housing Group, which comprises the country’s largest provider of affordable housing. A social business, Clarion reinvests its profits into building new homes and providing support and opportunities to its 125,000 residents through Clarion Futures, its charitable foundation.
Clare was appointed Group Chief Executive in 2018, having previously been Group Director of Governance and Compliance. Under Clare’s leadership, the Group has delivered a record number of new homes and had its highest regulatory gradings reaffirmed. A passionate advocate for social housing, Clare’s career has also seen her responsible for the regulation of housing associations at Affinity Sutton, the Tenant Services Authority and The Housing Corporation.
Catriona Simons
Chief Executive, Guinness PartnershipCatriona Simons is the Chief Executive of The Guinness Partnership Limited and an executive board member. She is also a board member for Guinness Homes Limited; Guinness Housing Association Limited; City Response Limited; Guinness Developments Limited; Guinness Platform Limited; Hallco 1397 Limited; and a member of the Healthy, Safety & Environmental Committee, and the Service and Performance Committee.
Claire Warren

Chief Executive, Pickering and Ferens HomesClaire is a fellow of the Chartered Institute of Housing and with a BA (Hons) degree in Housing Studies and has a social housing career spanning over 30 years. Claire has worked as a Chief Executive for the last 18 years and is currently Chief Executive of PFH (Pickering and Ferens Homes) an almshouse charity with 1400 homes based in Hull and the East Riding of Yorkshire. Claire is also a Board Member for North Star Housing.
Ruth Cooke
Chief Executive, GreenSquare AccordCarol Carter
Chief Executive, OriginCarol Carter joined Origin as Chief Executive in April 2017. She has over 30 years' experience in a wide range of roles and organisations across the housing sector with a track record of success in driving organisational change and delivering high-quality customer services; effective and efficient housing and property management and community investment; ensuring value for money and building strong external partnerships. Prior to joining Origin, Carol was Group Director of Housing for six years at Hyde with responsibility for managing 50,000 homes. Previously she worked for a range of housing associations, inner London and rural local authorities, as well as a three year period in consultancy, including experience at Savills.
Carol holds a degree in Social Science and the Professional Qualification of the Institute of Housing.
